Free Access to Libraries for Minors

An Interpretation of the Library Bill of Rights



The American Library Association opposes all attempts to restrict access to library services, materials, and facilities based on the age of library users.Library policies and procedures that effectively deny minors equal and equitable access to all library resources available to other users violate the Library Bill of Rights.


Libraries are charged with the mission of developing resources to meet the diverse information needs and interests of the communities they serve. Services, materials, and facilities that fulfill the needs and interests of library users at different stages in their personal development are a necessary part of library resources. The needs and interests of each library user, and resources appropriate to meet those needs and interests, must be determined on an individual basis. Librarians cannot predict what resources will best fulfill the needs and interests of any individual user based on a single criterion such as chronological age, educational level, literacy skills, or legal emancipation.Libraries should not limit the selection and development of library resources simply because minors will have access to them. Institutional self-censorship diminishes the credibility of the library in the community, and restricts access for all library users.
Lack of access to information can be harmful to minors. Librarians and library governing bodies have a public and professional obligation to ensure that all members of the community they serve have free, equal, and equitable access to the entire range of library resources regardless of content, approach, format, or amount of detail. This principle of library service applies equally to all users, minors as well as adults. Librarians and library governing bodies must uphold this principle in order to provide adequate and effective service to minors

Another OA Publisher Launches with 96 New Journals

Academia Research launched recently with 96 brand new scholarly journals, most of them broadly focused. This publisher uses the gold open-access model and bills authors upon acceptance of a manuscript. It says,

Fees and Charges: A handling fee of $550 will be billed to the authors for each manuscript published.

Other than this, there’s not much to say about this publisher. It has a minimalist website that provides little of the information that scholarly publishers conventionally provide.
Some of its journals have only a couple editorial board members, yet they are accepting manuscript submissions, which is done through email.

بالمجان أرشيف المجلات الأدبية والثقافية العربية" الإلكتروني

أرشيف يستعيد ماضي الصحافة الثقافية


أطلقت "صخر لبرامج الحاسب الآلي والمعلومات" النسخة التجريبية من موقع "أرشيف المجلات الأدبية والثقافية العربية" الإلكتروني، المتاح مجّاناً للباحثين والمهتمين. عملية الإعداد للموقع سبقها جهدٌ بحثيّ ومعرفي لافت لرصد المجلات الصادرة في العالم العربي، خلال الفترة الزمنية الممتدة من القرن التاسع عشر، وتحديداً من العام 1880، وحتى مطلع الألفية الثالثة. يُضاف إلى ذلك جهدٌ آخر تمثّل بعميلة مسح ضوئي وتصنيف وفقاً للزمان والمكان الذي ظهرت فيه هذه المجلات. تأتي أهمية هذا الموقع من كونه حدثاً مميزاً على مستوى الصحافة الثقافية العربية، خلال مرحلة تفقد فيها الصفحات الثقافية في الجرائد اليومية والمجلات المتخصصة حضورها ومكانتها، بعد استشراء حمّى مواقع التواصل الاجتماعي

ولادة أكبر مكتبة إلكترونية عربية تضم 100 ألف عنوان بالمجان

مشروع شبيه بـ«جوجل بوكس» بالشراكة مع «الجامعة الأميركية» في بيروت

بفضل تمويل من «جامعة نيويورك» في أبوظبي، سيصبح في متناول القراء العرب، وبالمجان، خلال أقل من خمس سنوات،
 أكبر مكتبة رقمية بلغة الضاد، موجودة على الشبكة العنكبوتية. وسيتمكن القارئ من الوصول إلى 100 ألف كتاب عربي، والإفادة منها وقراءتها، على طريقه الـ«إي - بوك». وقد بدأ تجهيز الكتب إلكترونياً منذ ما يقارب السنتين، وسيعمل على وضعها تدريجياً على الشبكة بدءاً من العام المقبل.
ويتم تنفيذ المشروع من قبل مجموعة «عربية أون لاين» وهي الهيئة التي مولتها «جامعة نيويورك» أبوظبي وتعمل بالتعاون مع «جامعة نيويورك» في الولايات المتحدة الأميركية، لإنجاز مشروع شبيه بـ«غوغل بوكس» مخصص للغة العربية. وقد شمل المشروع رقمنة الكتب العربية الورقية الموجودة في مكتبات جامعات كبرى في الولايات المتحدة الأميركية مثل كولومبيا، وكورنل، وبنسلفانيا وبرنستون، لكن تبين أن ما في حوزة هذه المكتبات الجامعية مجتمعة، لا يصل إلى أكثر من 30 ألف مجلد. وامتد التعاون ليشمل الجامعة الأميركية في بيروت التي في حوزتها أكثر من 10 آلاف مجلد، غير خاضعة لحقوق النشر، أي أنها منشورة قبل عام 1956، ويمكنها أن تصبح مشاعاً إلكترونياً دون أي قيود.

By bringing many OA-related lists together in one place, OAD makes it easier for everyone to discover them, use them for reference, and update them. The easier they are to maintain and discover, the more effectively they can spread useful, accurate information about OA. OAD is a wiki and it count on its users to keep these lists accurate, comprehensive, and up to date. Its goal is for the OA community itself to maintain the lists with little intervention from the editors or editorial board. Scholarly Communication and Open Access

Imperial College London has been disseminating its research as widely as possible and encouraging all academic and research staff and students to make their output available through open access (OA)


Authors are choosing to make their research available on open access because:
  • it means anyone anywhere in the world can read, use and cite your research, encouraging wider impact, collaboration and visibility of work
  • authors retain more control over and rights to distribute and re-use their intellectual property
  • funders require outputs for their funded research to made available on open access

On 31 March 2014 HEFCE published its policy on Open access in the post-2014 Research Excellence Framework. The policy states that from 1 April 2016, in order to be eligible for the post-2014 REF, journal articles and conference proceedings must be deposited in a repository within three months of acceptance for publication. They must also be discoverable (e.g. via a search engine) and accessible no less than a month after this deposit.
The HEFCE policy includes a range of exceptions to ensure that you can still publish in the most appropriate journals, even if these do not currently have open access policies.

Open Access Week, a global event now entering its eighth year, is an opportunity for the academic and research community to continue to learn about the potential benefits of Open Access, to share what they’ve learned with colleagues, and to help inspire wider participation in helping to make Open Access a new norm in scholarship and research.
“Open Access” to information – the free, immediate, online access to the results of scholarly research, and the right to use and re-use those results as you need – has the power to transform the way research and scientific inquiry are conducted. It has direct and widespread implications for academia, medicine, science, industry, and for society as a whole.
Open Access (OA) has the potential to maximize research investments, increase the exposure and use of published research, facilitate the ability to conduct research across available literature, and enhance the overall advancement of scholarship. Research funding agencies, academic institutions, researchers and scientists, teachers, students, and members of the general public are supporting a move towards Open Access in increasing numbers every year. Open Access Week is a key opportunity for all members of the community to take action to keep this momentum moving forward.
Get involved. Participating in Open Access Week can be as simple or involved as you like. It can also be a chance to let your imagination have full rein and come up with something more ambitious, wacky, fun.
OA Week is an invaluable chance to connect the global momentum toward open sharing with the advancement of policy changes on the local level. Universities, colleges, research institutes, funding agencies, libraries, and think tanks have used Open Access Week as a platform to host faculty votes on campus open-access policies, to issue reports on the societal and economic benefits of Open Access, to commit new funds in support of open-access publication, and more.

SPARC (the Scholarly Publishing and Academic Resources Coalition) is an international alliance of academic and research libraries working to create a more open system of scholarly communication.  SPARC believes that faster and wider sharing of the outputs of the scholarly research process increases the impact of research, fuels the advancement of knowledge, and increases the return on research investments. SPARC focuses on taking action in collaboration with stakeholders – including authors, publishers, and libraries – to build on the unprecedented opportunities created by the networked digital environment to advance the conduct of scholarship.
