Open Access and the developing World 



The free exchange of scientific and medical information can play an important role in international development.

BioMed Central provides free, immediate online access to the full text of all research articles published within its portfolio of 276 peer-reviewed journals, and through its open access waiver fund, enables scientific authors in low-income countries to overcome the financial barriers to publishing in open access journals.

Open access provides a way for researchers from low-income countries to participate more fully in the international research community, and so BioMed Central has created a set of initiatives designed to increase the visibility and output of scientific research from these countries.

Afghanistan Open Access Digital Library

Open Access Digital Library: 
Afghanistan Digital Library Collections - University of Arizona

Afghanistan Digital Library Collection is a collaborative project of University of Arizona Libraries and the Afghanistan Center at Kabul University. The collection contains information related to history, social, economic, and cultural heritage of Afghanistan in Pashto and Dari. Content is continuously updated with about over 1800 title (132,000 pages) currently available..




The project has digitized Da Afghanistan Kalani, also known as Salnama or Afghanistan Year book. Da Afghanistan Kalani is an almanac and yearbook published by the government of Afghanistan from 1933-1990. These digitized volumes offer access to the political social and economic history of Afghanistan in Dari/Persian and Pashtu languages

Fostering open access in Asia

Research output in Asia is growing fast. According to National Science Foundation indicators published in February this year, the number of articles published by researchers in Asian countries increased from 89,000 in 1997 to 212,000 in 2011.
If that trend continues, Asia – with China very much in the vanguard – is likely to overtake both the US and European Union in terms of research output in the very near future. A Royal Society report from 2011 predicted that China would overtake the US sometime around now!

The UK recently unveiled its proposal to make all publicly funded research open access. We round up some of the main views on the controversial plans here



Following the government's announcement in July that it plans to make all research open access by 2014, a heated debate has developed, questioning this radical decision. This comes in the wake of a boycott of the Dutch publisher Elsevier, launching this transformation of the academic world as we know it.

The Sudan Open Archive offers free digital access to knowledge about all regions of Sudan. It is an expanding word-searchable, full-text database of historical and contemporary books and documents. The current version SA 3.0 incorporates a comprehensive, interactive guide to internet resources on Sudan. It also includes two new special collections: the first thirty two volumes of Sudan Notes and Records, Sudan's flagship scholarly journal, and the collected papers of the late Sudan Scholar, Richard Gray.

The Monographs and Open Access Project was set up to consider the place of monographs in the arts, humanities and social science disciplines, and how they fit into the developing world of open access to research. The project was led by Geoffrey Crossick, Distinguished Professor of Humanities at the School of Advanced Study, University of London, and was commissioned by HEFCE in partnership with the Arts and Humanities Research Council (AHRC) and the Economic and Social Research Council (ESRC).

Evidence to support the project was gathered through an programme of consultations, surveys, data-gathering and research activities. The research was supported and shaped by an Expert Reference Group of publishers, academics, librarians, funders, open access experts in the UK and overseas.

Arabic and Middle Eastern Electronic Library: AMEEL



AMEEL is a Web-based portal and a digital collection of information for the study of the Middle East, including its history, culture, development, and contemporary face. Within this portal, Yale University Library integrates existing scholarly digital content with newly digitized resources to make such materials easier to find and use efficiently and freely.
Currently, AMEEL holds approximately 350,000 pages of full text, indexed and searchable in the language of publication including Arabic and Western scripts. The full text in AMEEL has been extracted using Optical Character Recognition software (OCR) rather than re-keying all works. Our digitization team aimed for accuracy rates of higher than 90% when converting modern Arabic text.

  • Abstracts from Brill's Encyclopedia of Islam, THREE
  • Dictionaries: Lane's Lexicon, among others
  • Manuscripts: selections from Yale's Beinecke Rare Book Library and the Medical Historical collection at Yale's School of Medicine
  • Manuscript Catalogs
  • Gazettes: Syrian Gazette (الجريدة الرسمية (سورية)) and The Palestine Gazette. The digital copies for both gazettes span 1919 to 1948.

A Free Archive of Biomedical and Life Sciences Journal Literature

PubMed Central® (PMC) is a free archive of biomedical and life sciences journal literature at the U.S. National Institutes of Health's National Library of Medicine (NIH/NLM). In keeping with NLM’s legislative mandate to collect and preserve the biomedical literature, PMC serves as a digital counterpart to NLM’s extensive print journal collection. Launched in February 2000, PMC was developed and is managed by NLM’s National Center for Biotechnology Information (NCBI).

Free Access: A Core Principle of PMC

As an archive, PMC is designed to provide permanent access to all of its content, even as technology evolves and current digital literature formats potentially become obsolete. NLM believes that the best way to ensure the accessibility and viability of digital material over time is through consistent and active use of the archive. For this reason, free access to all of its journal literature is a core principle of PMC.
Please note, however, that free access does not mean that there is no copyright protection. As described on our copyright page publishers and individual authors continue to hold copyright on the material in PMC and users must abide by the terms defined by the copyright holder.

How Journal Articles are Provided to PMC

PMC is a repository for journal literature deposited by participating publishers, as well as for author manuscripts that have been submitted in compliance with the Public Access Policy mandated by NIH and similar policies of other research funding agencies. PMC is not a publisher and does not publish journal articles itself.
PMC offers publishers a number of ways in which to participate and deposit their content in the archive. Although free access is a requirement, publishers can delay the release of their material in PMC for a reasonable period after publication. Publishers may also obtain a copy of their deposit material at any time, at no cost.

PMC’s Integration with other Resources

In addition to its role as an archive, the value of PMC lies in its capacity to store and cross-reference data from diverse sources using a common format within a single repository. With PMC, a user can quickly search the entire collection of full-text articles and locate all relevant material. PMC also allows for the integration of its literature with a variety of other information resources that can enhance the research and knowledge fields of scientists, clinicians and others.

International Collaboration and Durability

NLM is collaborating internationally with other agencies that share the goals of PMC. Maintaining copies of PMC’s literature in other reliable international archives that operate on the same principles provides greater protection against damage or loss of the material. At the same time, the diversity of sites allows for the possibility of more and even greater innovation, ensuring the permanence of PMC over the long-term.
